Euroopan kirkkojen siirtolaiskomission CCME turvapaikka- ja maahanmuuttolainsäädäntöä käsittelevään edunvalvontakoulus järjestetään Ateenassa 12.-15.2.2024. Tapahtuma oli alun perin suunniteltu pidettäväksi syyskuussa 2023, mutta se siirrettiin vuodelle 2024 ja ohjelma on päivitetty vastaamaan EU:n turvapaikka- ja maahanmuuttosopimusta koskevan poliittisen päätöksenteon edistymistä syyskuun jälkeen.
Alkuvuodesta 2024 EU:n turvapaikka- ja maahanmuuttosopimusta koskevien neuvottelujen odotetaan johtavan sopimukseen, kesäkuussa 2024 valitaan uusi Euroopan parlamentti ja syksyllä 2024 aloittaa toimintansa uusi Euroopan komissio. Kaikki kolme vaikuttavat turvapaikka- ja maahanmuuttopolitiikkaan EU:n jäsenvaltioissa ja sen ulkopuolella vuoden 2024 jälkeen.
EU:n turvapaikkalainsäädäntöä koskevat prosessit ovat kuitenkin usein tuntemattomia niille, jotka myöhemmin joutuvat tekemisiin niiden vaikutusten kanssa (turvapaikanhakijat/pakolaiset itse, kansalaisyhteiskunnan järjestöt, lakimiehet ….), ja mahdollisuudet vaikuttaa tällaiseen politiikkaan ja sen täytäntöönpanoon ovat vielä tuntemattomampia.
CCME pyrkii siksi kouluttamaan ja antamaan äänestäjilleen mahdollisuuden ymmärtää paremmin EU:n turvapaikka- ja maahanmuuttolainsäädännön sisältöä, lainsäädäntöprosesseja ja sitä, miten he voivat vaikuttaa tulevaan lainsäädäntötyöhön erityisesti turvallisen kulun osalta. Tapahtuma järjestetään yhteistyössä kreikkalaisen jäsenjärjestön Synyparxisin kanssa, ja sitä tukevat Valdensian-Methodist OPM ja EKIR (Reininmaan protestanttinen kirkko).
Osallistumismaksu on 180 euroa, joka kattaa ohjelman sekä ateriat ja majoituksen 12. helmikuuta lounaasta 15. helmikuuta illalliseen. CCME Advocacy Training on European law on asylum & migration
Athens 12th to 15th February 2024

Rationale
Asylum and migration are an area in which European law, in particular EU law, has over the last 2 decades gained massively in importance. Adopting and implementing an acquis on asylum and migration has since the entry into force of the Amsterdam treaty in 1999 been one of the most important policy areas of harmonising law across Europe. The existing framework laws and the jurisprudence of the courts referring to these laws have shaped and continue to shape reality on the ground.
In early 2024, negotiations on the EU pact on asylum and migration are expected to lead to agreement, in June 2024 a New European Parliament will be elected and in autumn 2024 a new European Commission will assume office. All three will influence asylum and migration policy in EU member states and beyond after 2024.
Yet, the processes of law making on asylum in the EU are often unknown to those later dealing with their impact (asylum seekers/refugees themselves, civil society organisations, lawyers ….), opportunities to influence such policy and its implementation are even less know.
CCME therefore aims at training and empowering its constituency to understand better the content of EU legislation on asylum and migration, the processes of legislation and how to influence future law making in particularly of safe passage.
Programme
The event consists of 3 days programme in Athens in February 2024 in cooperation with CCME member SYNYPARXIS: it will provide a more general and theoretical foundations and an outlook on upcoming advocacy challenges. Participants are asked to develop concrete advocacy plans, which they will implement until autumn/winter 2024.
